Impressionistic view of a city garden in Praque was executed in the early 20th Century  by Czech academic painter Celestyn Matějů (1880 Bačetín - 1959 Kolinec).

Here is his biography from Czech Wikipedia:

He was born in Bačetín near Dobruška in the foothills of the Orlické Mountains to the family of field gardener Jan Matějů and his second wife Anna b. Naked from Mezilesí. Celestin already showed talent for drawing and later for painting as a child. He had two half-brothers from his father's first marriage (Josef and Antonín) and six siblings (brothers Jan, Stanislav, Adolf, Bohumil and sisters Anna and Emília). He attended public school in his native Bačetín and later lived in Červený Kostelec. He went to Vienna to study painting and graphics, and after returning from his studies he lived and created in Červený Kostelec. In December 1908, he married Eliška Beková in Prague and at first they lived in Žižkov and later in Královské Vinohrady. In 1909, their son Vilém was born, and a year later, another son Rudolf. During his stay in Prague, he painted countless pictures in which he captured the gradually disappearing corners of this city. In 1924, he donated to the newly built chapel in Sudín an image of St. Anne, to whom the building is dedicated. In the summer months of 1925, he stayed in Náchod and exhibited the created paintings there.

In October 1937, Celestin Matějů became a widower and around 1940 he left Prague and moved to Kolince near Klatov to his second wife Anna Matějů, née Mertlová. Here he lived and worked in house No. 202 and also had a studio there. He created many paintings here, mostly miniatures, with which he presented his acquaintances and often paid for services with them. In his work, he mainly painted landscapes, but he was also a skilled portraitist and painted still lifes and flowers. Reproductions of Celestin Matějů's paintings, mostly from Náchodsk, were published on a number of postcards.
