Julien Léopold Boilly was the son and student of the artist Louis-Léopold Boilly (1761–1845). He attended school in Versailles and was a student of Antoine-Jean Gros. From 1814 he studied at the École des Beaux-Arts in Paris. In 1826 he undertook a trip to Italy. Boilly was also known as a collector of drawings, books, and autographs. His collection of drawings was auctioned in Paris in 1869, the rest of his collections after his death in 1874 in Paris.
